Within a few blocks you will find nineteenth-century row houses and tenement-era walk-ups, large pre-war co-operatives, mid-century post-war buildings on concrete slabs, converted commercial and gallery buildings in the west twenties, and new condominium construction along the High Line corridor.
Each of those is a different project. A pre-war walk-up on a side street involves timber framing, older services and stair access. A post-war co-op involves a concrete slab and the plumbing limits that come with it. A recent High Line condominium involves a strict alteration agreement, a managing agent who may still be enforcing sponsor-era rules, and possibly a live developer warranty. In the newer condominium buildings, review is generally a test against the declaration and house rules rather than open board judgement, but newer buildings often impose stricter protection requirements and tighter access. Slab versus timber. Whether you can move a bathroom or kitchen sink depends first on what you are building on. Post-war and new-construction Chelsea is concrete, with little depth for new waste runs; pre-war Chelsea is timber, with more scope and more sound transmission.

It affects exterior work. Where a building falls within the district, window replacement and street-visible changes require Landmarks review in addition to building approval. Interior work in a private apartment generally does not.
Sometimes, but concrete slab construction limits how far. Without depth below the floor for new waste lines, relocation may need a raised floor section or a route through existing chases. It is a design-stage question, not a site decision.
